Nigeria Revives Cotton-to-Clothing Value Chain with New Industrial Push in 2026

Nigeria is accelerating efforts to rebuild its cotton-to-clothing value chain in 2026 as part of a broader industrialization strategy aimed at reducing import dependence, creating jobs, and strengthening domestic manufacturing capacity.

The initiative focuses on transforming the country’s cotton sector from raw material production into a fully integrated textile and garment manufacturing ecosystem, enabling local production of finished clothing at scale.

A key driver of the reform is the newly established Cotton, Textile and Garment (CTG) Development Board, which has been mandated to coordinate the revival of the industry, support policy implementation, and attract investment into the sector.

According to early pilot programmes, Nigeria has demonstrated the capacity to move from cotton cultivation to finished garment production within 6 to 7 months, showcasing the potential efficiency of a well-structured value chain. The pilots reportedly produced garments of competitive quality and pricing compared to imported alternatives.

One participating local manufacturer is said to be producing approximately 8,000 shirts daily, highlighting the scalability potential of domestic textile production when supported by stable policy frameworks and operational infrastructure.

The government’s strategy is also aimed at revitalizing industrial clusters in key cotton-producing states, including Kano, Katsina, Zamfara, and Kaduna, which historically formed the backbone of Nigeria’s textile industry before its long period of decline.

The broader objective of the initiative is to strengthen local manufacturing, reduce foreign exchange pressure from textile imports, and stimulate large-scale employment generation across agriculture, manufacturing, logistics, and retail segments of the value chain.

However, stakeholders note that Nigeria’s cotton production has experienced a significant decline between 2001 and 2025, largely due to structural challenges such as inconsistent policy support, reduced investment in agriculture, and competition from imported textiles.

Infrastructure constraints remain a major concern, particularly unreliable electricity supply and limited irrigation systems, both of which directly affect productivity in cotton farming and textile manufacturing.

Experts argue that the sustained success of the cotton-to-clothing initiative will depend on comprehensive reforms across the entire value chain, including improved access to financing, modernization of textile mills, stronger agricultural input systems, and enhanced industrial infrastructure.

There is also growing emphasis on sustainability and long-term competitiveness, with analysts stressing the need for policy consistency, private sector participation, and protection of local industries from unfair import competition.

If successfully implemented, the CTG revival programme could reposition Nigeria as a significant textile producer in Africa, strengthen non-oil exports, and contribute meaningfully to economic diversification and industrial growth.

As Nigeria pushes forward with its industrial transformation agenda, the cotton-to-clothing initiative stands out as a key pillar in its strategy to build a more self-reliant, productive, and export-oriented economy.
