Namibia Secures $250 Million in Green Finance to Transform Industrial Sector

Namibia has unlocked access to up to US$250 million (≈ N$4 billion) in concessional climate finance under the Climate Investment Funds (CIF) Industrial Decarbonization Programme, setting the stage for a low-carbon industrial transformation while easing pressure on the national budget.

Catalyzing Industrial Decarbonization

Ambassador Dr. Kaire Mbuende, Director General of Namibia’s National Planning Commission, emphasized that the financing is more than just funds. He described it as a catalytic instrument designed to:

  • Translate national policy into actionable industrial investments.

  • Mobilize private sector participation.

  • Unlock infrastructure that has historically limited Namibia’s economic diversification.

Targeted Investment Areas

The Programme will focus on sectors aligned with Namibia’s Sixth National Development Plan (NDP6), including:

  • Mineral beneficiation and value addition.

  • Low-carbon manufacturing and industrial system decarbonization.

  • Expanding secondary industries to support economic diversification.

The initiative is expected to create thousands of green jobs by 2030, supporting Namibia’s transition toward a sustainable industrial economy.

Supporting Infrastructure and International Partnerships

The Programme will also stimulate demand for enabling infrastructure, such as:

  • Energy transmission networks

  • Logistics corridors and industrial parks

  • Water infrastructure and digital systems

International partners, including the World Bank Group, African Development Bank, and International Finance Corporation, will provide both financing and technical expertise to support implementation.

Moving from Policy to Action

Dr. Mbuende highlighted that Namibia is now prepared to transition from policy ambition to execution, with the Namibia Green Hydrogen Programme playing a central role in coordinating investment mobilization and project preparation.

This initiative positions Namibia as a regional leader in green industrial development, combining climate action with economic growth and sustainable infrastructure expansion.
