Project Title: National Brand Development and Made in Nigeria Special Project

Project Overview

The project provides national strategies for homegrown economic promotion, innovation, sustainable growth, entrepreneurship, and brand development programs. It is designed to transform Nigeria into a production-oriented nation, fostering industrialization and promoting Made in Nigeria products both locally and internationally.

Vision

National Brand Development “Nigeria First Policy” – Transforming Nigeria from a resource-dependent nation into a vibrant hub of production-oriented manufacturing, turning our population into a production nation through industrialization.

Mission

To promote local enterprise, foster a culture of self-belief, and boost national pride by instilling confidence in Made in Nigeria goods, products, and services.

Goal

To enhance the production, visibility, and consumption of Made in Nigeria goods, services, and brands.

Project Objectives

The project aims to:

  • Promote awareness and increase consumption of Made in Nigeria products and services locally and internationally.

  • Attract and facilitate Foreign Direct Investment (FDI) through trade exhibitions and economic forums.

  • Reduce importation of foreign goods by encouraging local production.

  • Contribute to GDP growth and job creation.

  • Support national policies on industrialization, economic recovery, and diversification.

  • Provide support to SMEs, enabling growth and contribution to the economy.

  • Enhance industrial competitiveness through product standardization to compete globally.

Core Mandates

  1. Economic promotion through transformation from a consumption-based to a production-based economy.

  2. Identification and revival of moribund factories using BOOT and FDI methods.

  3. Supporting local products, brands, and production development.

  4. Implementation of national labeling systems, counterfeits checks, and brand surveillance.

  5. Support for national clusters and research development centers.

  6. Promotion of national products, brands, goods, and services via national and international trade fairs, exhibitions, forums, and showroom displays (National Products Gallery – NPG).

  7. Identification and promotion of new national brand initiatives alongside existing brands.

Implementation Framework

i. National Secretariat

The National Secretariat in Abuja, under the supervision of the Permanent Secretary of Political and Economic Affairs in the OSGF, will:

  • Collaborate with MDAs, the organized private sector, and development partners.

  • Host and attend annual Economic and Investment Forums and Exhibitions both locally and internationally.

  • Drive Public-Private Partnerships (PPPs) to boost local manufacturing.

  • Create economic community clusters for product originality and location identification.

  • Provide overall coordination and supervision of activities across Regional and State offices.

ii. Regional Offices

Six Regional Offices will be established in:

  • North Central, North West, North East, South West, South South, South East.

Responsibilities:

  • Coordinate regional exhibitions and capacity-building workshops.

  • Liaise with local businesses, SMEs, and manufacturers.

  • Collect data and report on regional production and impact.

  • Supervise State office activities within the region.

iii. State Offices

Each state will establish its own State Project Office, working in collaboration with the State Governments to coordinate activities at the state level under National Secretariat supervision.

Implementing Body

The project will be implemented by the Made in Nigeria Project Office (MAINPRO), Abuja, under the supervision of the Office of the Permanent Secretary, Political and Economic Affairs (OSGF).

Project Timeline

  • Duration: Five years (2025–2030), subject to review.

  • Officer Tenure: Five years, renewable for an additional five years.

  • The Project Technical Committee will transition into the Project Implementation Team at commencement.

Monitoring and Evaluation (M&E) Framework

Goals:

  • Promote sustainable economic growth through increased patronage of locally made goods and services.

Objectives:

  1. Increase awareness and patronage of Nigerian-made products.

  2. Support local manufacturers through capacity building and market access.

  3. Improve product quality and competitiveness.

  4. Facilitate policy advocacy and Public-Private Partnerships.

Key Performance Indicators (KPIs):

  • Percentage increase in social media engagement

  • Number of media campaigns conducted

  • Public perception index (survey-based)

  • Number of local manufacturers trained / revenue increase

  • Percentage of government procurement from local producers

  • Percentage of local products onboarded on e-commerce platforms (MAiNPro Mart)

  • Number of certifications acquired by local products

  • Product quality audit reports

  • Consumer satisfaction rates

  • Number of policy dialogues and MOUs signed

Data Collection Methods:

  • Surveys (online and physical)

  • Focus group discussions

  • Administrative records

  • Partner reports

  • Observations (site visits, product fairs, field checks)

Monitoring Plan:

  • Data Collection: Monthly/Quarterly (M&E Officer and Programme Leads)

  • KPI Analysis: Quarterly (M&E Unit)

  • Progress Report: Biannually (Project Director)

Evaluation Plan:

  • Baseline: At inception

  • Mid-Term: Midway through the project

  • Endline: At project completion

  • Impact: 1–2 years post-project

Risk Management:

  • Low stakeholder buy-in → Engagement and communication strategy

  • Inaccurate data reporting → Capacity-building for data teams

  • Policy inconsistency → Advocacy and government alignment

Learning and Adaptation:

  • Quarterly stakeholder reflection sessions

  • Annual learning workshops

  • Feedback used to improve implementation strategies

  • Development of Results-Based Monitoring and Evaluation (RBME) system

Funding and Resource Mobilization

Capital Budget: Infrastructure, regional offices, exhibitions, ICT systems, cluster machinery, and national trade fair complex.

Personnel Costs: Salaries, consultants, capacity-building programs, and international logistics.

Overhead Costs: Utilities, communications, administrative support, and travel.

Funding Sources:

  • Federal Government allocation

  • 30% of funds/donations received by State offices

  • Grants from development partners

  • Private sector sponsorships

  • Internally generated revenue from exhibitions and product registration
