Section 1: Executive Summary

The Operational / Implementation Tools (2025–2030) document provides practical planning, management, and accountability instruments to deliver the Made in Nigeria Project Office agenda. This toolkit translates strategy into action through:

  • Action Plan (2025–2030)

  • Annual Work Plan (Year 1 – 2026)

  • Monitoring & Evaluation (M&E) Framework

Purpose and Importance

Nigeria is endowed with fertile agricultural land, solid mineral deposits, and a vibrant SME ecosystem. However, leveraging these assets into jobs, value-added production, and investments requires coordinated interventions. These operational tools will ensure the Project Office executes programs efficiently, attracts and manages partnerships, measures impact, mitigates risk, and maintains transparency and accountability to the SGF and national leadership.

Section 2: Operational / Implementation Tools (2025–2030)

Components and Usage

  1. Action Plan (2025–2030):

    • Strategic pillars and sector priorities (agriculture, solid minerals, SMEs)

    • Phased initiatives, KPIs, institutional responsibilities, and indicative budgets

  2. Annual Work Plan (Year 1 – 2026):

    • Quarter-by-quarter activities, timelines, budgets, deliverables, and assigned leads

  3. M&E Framework:

    • Logical framework: Inputs → Outputs → Outcomes → Impact

    • Indicator matrix, data sources, collection methods, reporting schedule

    • Baseline, midline, and endline plans, including dashboard design

  4. Project Reporting Templates:

    • Standardized templates for monthly/quarterly progress, financial reporting, field monitoring visits, event reports, and partnership updates

  5. Risk Management Matrix:

    • Risk identification, likelihood × impact assessment, mitigation measures, responsible owners, and early-warning triggers

  6. PPP Framework:

    • Priority PPP opportunities, models (BOOT, Concession, JV), investment incentives, contractual governance, due diligence, and staged investor engagement roadmap

Expected Immediate Outcomes (First 12 Months):

  • Fully functional National Secretariat (staffed, ICT systems, logistics)

  • Approved State Action Plan and Year-1 work plan launched

  • Baseline study initiated and first M&E dashboard operational

  • At least three SME clusters/pilot value-addition interventions mobilized

  • Initial PPP prospectus and investor outreach underway

The Made in Nigeria Project is a strategic national initiative aimed at promoting self-reliance, economic diversification, and national competitiveness by prioritizing local production and consumption. It aligns with Nigeria’s broader industrial and innovation policies, emphasizing industrialization, job creation, and value chain development as drivers of sustainable economic growth.

The establishment of the Made in Nigeria Project Office under the leadership of Hon. Nwabueze Buchi George institutionalizes a results-driven approach to local production enhancement and national brand development.

Rationale for the Document

While strategic direction is set nationally, operational effectiveness depends on robust structures, systems, and tools for successful implementation across sectors. This document:
